Unable to Download Windows 11 ISO – Error Code 715-123130

Hi Microsoft Support,

We are unable to download the Windows 11 ISO from the following page:

https://www.microsoft.com/ko-kr/software-download/windows11

When attempting to generate the download link, we receive an error stating that some users, entities, and locations are prohibited from using the service and that anonymous or location-hiding technologies are generally not allowed.

The issue occurs both with and without our Menlo proxy. We attempted the download while signed out of our Microsoft account.

Message code: 715-123130

Could you please investigate why our request is being rejected and advise how to resolve this issue?

    This usually happens temporarily and can be caused by a variety of factors, including potential issues with your internet service provider (ISP) or if you have a VPN installed.

    Can you try using InPrivate/Incognito or a different browser?
