Hi,

someone is using my BofA credit card to pay (recurring payments) MICROSOFT STORE transactions of $74.19 each month. While I reported the fraud and open a dispute with BofA and received temporary credit, the recurring payments did not stop. I call BofA and they said they cannot do anything and I should call VISA and ask them to stop it. I called VISA, they can't do it unless is pay per click. So now I have to wait every month around the 8th or 9th to see an alert for a charge of $74.19 to MICROSOFT STORES, report as unauthorized, but still being charged regardless because someone was able to set up recurring payments with MICROSOFT on my BofA credit card. Now my question is, how you guys were authorizing the use of a credit card that does not belong to the user in order to pay for MICROSOFT STORE non-tangible products and what can you do to stop it?

Microsoft can't see who is sitting at the keyboard typing in the payment card information. In addition, it isn't Microsoft's responsibility to ascertain whether someone typing in valid payment card information is actually entitled to use that card information. The only way that you can make this stop is to cancel that card so that it can't be used anymore by anyone and get yourself a new card account.

I understand your concern, especially since you have already disputed the charges, yet the monthly payments continue. Since you do not recognize or authorize these transactions, the next step should be to have Microsoft investigate the billing activity and determine whether an active subscription or recurring payment is associated with your card. Microsoft provides an official process for investigating unrecognized transactions:

    https://support.microsoft.com/accounts-billing/how-to-investigate-a-billing-charge-from-microsoft

You can also sign in to https://account.microsoft.com/billing/payments and look for the Investigate option.

If the transaction does not appear under your account, mention this during the process.

Because the charges continue, ask Bank of America's fraud department whether it can block future recurring transactions from the merchant and whether your compromised card needs to be replaced, as you mentioned they only issue a temporary not really a replacement.
