Artifact Signing organization validation blocked by personal-account tenant mismatch

We are completing Public organization identity validation for a South Korean business using Azure Artifact Signing Basic in Korea Central. The existing validation is Action Required.The verification email link opens credentials.microsoft.com/verify/noPermission and displays "You need permission". The error page reports the personal Microsoft-account tenant, while the Azure portal uses the resource tenant.The sign-in is a personal Microsoft account represented as a guest in the resource tenant. Subscription Owner and Artifact Signing Identity Verifier at signing-account scope were confirmed during setup. The company-domain primary email receives the verification messages but differs from the administrator's Microsoft sign-in.We tried Sign-in options > Sign in to an organization using our Azure directory domain, including a retry from the original email link. The credentials application remained at "Redirecting to Login page...". The "Contact us to request access" button produced no visible result.Azure technical support requires a separate paid plan. A private routing inquiry to the older AzCommunity mailbox was rejected with SMTP 550 5.4.1, so no support case has been opened.Could a Microsoft Artifact Signing representative clarify:1. Which account and tenant must authenticate to complete this existing organization validation? Is a personal Microsoft account invited as a guest supported?2. Must the sign-in match the primary company-domain email, and how can the existing request be corrected if it does?3. Is there a no-cost private escalation route to inspect the enrollment mapping before the verification link expires, without deleting the existing validation or signing resource?Tenant, subscription, and validation identifiers can be provided through an official private channel. Account email addresses, organization names, authentication links, tokens, and identity documents are omitted from this public question.
