Artifact Signing – Certificate Profile quota not released after deletion

I deleted my Public Trust certificate profile from my Artifact Signing Basic account.
The profile no longer appears, but Azure prevents me from creating a replacement because the certificate profile quota has been reached.
I need to help to create a new one. i guess this can be done by having my quota reseted?
how can i proceed with this?
