Azure signup unavailable for Cambodia and AADSTS16000 error in Microsoft Entra

I am an independent developer based in Cambodia, developing a Windows Minecraft Java Edition launcher named MORODOK CLIENT.

I need to create my own Microsoft Entra App Registration for legitimate Microsoft OAuth authentication, followed by Minecraft Java Edition ownership verification.

However, I am experiencing two issues:

Issue 1 — Azure account registration

• Cambodia is not available in the Country/Region dropdown when I try to register for an Azure free account.

I want to use my actual country and billing information.

Issue 2 — Microsoft Entra access

When I attempt to access Microsoft Entra, I receive error AADSTS16000.

The error indicates that my Microsoft account is not present in the selected Microsoft Services tenant.

Could you please clarify:

Can developers residing in Cambodia create a Microsoft Entra tenant and register applications?

Is an Azure subscription required for a public desktop application registration, or is there another officially supported registration method?

How can I resolve AADSTS16000 and access a tenant I am authorized to manage?

Which Microsoft team should I contact regarding authorization to use Minecraft Services authentication APIs?

My goal is to implement Microsoft sign-in securely, with PKCE and official Minecraft ownership verification. I do not want to bypass authentication or use another application's Client ID.
