My old 365 presonal account was paid for until sometime in 2027.
But I upgraded it to 365 premium, and paid for the new sub, that runs to 2028.
Then I regret, and downgrade it again to personal. But I did not get a refund,
and nothing changed on the billing. So right now you not only removed what time I had left on my 365 personal before I changed it, but you kept my money that I paid for premium, even though I stepped down to 365 personal again.

Please refund the premium price I paid for nothing!

Thank you

Which steps did you follow, exactly? Note that you can't really downgrade a subscription. What you need to do is cancel the more expensive subscription and then order a new one. This is different from upgrading, which is possible, and it means that the time for the subscription will be extended. See https://support.microsoft.com/en-us/accounts-billing/subscriptions/switch-between-microsoft-365-subscriptions .
