Since last night, I have tried to download the latest update for the Windows Insider Program. But it stops at 99%. Why does this keeps happening?

    Hi Johanna Garcia Fernandez,

Since the Windows Update repair and cache-reset steps have already been suggested, you can also check whether damaged Windows system components are contributing to the issue.

Open Command Prompt as administrator and run these commands one at a time:

    DISM.exe /Online /Cleanup-Image /RestoreHealth
    sfc /scannow

    • Allow each command to finish completely, then restart your PC and check Windows Update again.

If the update still stops at 99%, please check Settings > Windows Update > Update history and share any error code shown for the failed update.

I hope this helps get the update moving again.

Build 26340.9616 belongs to the Experimental channel, so first verify why a PC configured for Release Preview is being offered that build before retrying the download. ^1^

    1. Verify the actual Insider enrollment

    1. Open Settings → Windows Update → Windows Insider Program.
    2. Under Choose your Insider settings, check the selected channel.
    3. Also check the Windows Insider account shown on that page.
    4. If it displays Experimental, change it to Release Preview if that option is available.
    5. If Settings already displays Release Preview, do not force installation of 26340.9616 yet. The offered build and displayed channel do not agree; capture screenshots of both pages for Feedback Hub.

Microsoft’s Insider troubleshooting guidance identifies that Settings page as the authoritative place to inspect the device’s current channel and linked account. ^2^

The 26340.9616 release notes do not list “stuck at 99%” as a known issue. They identify the build as Windows 11 version 26H2 for the Experimental channel. ^1^ Without an error code, the exact cause cannot be determined from the percentage alone.

    2. Repair the incomplete download

If the channel is correct or Windows Update continues offering the same package, run the built-in repair first:

    1. Open Settings → System → Troubleshoot → Other troubleshooters.
    2. Find Windows Update and select Run.
    3. Apply any recommended correction.
    4. Return to Settings → Windows Update → Check for updates.

If it remains at 99%, clear the downloaded update cache:

    1. Press Win+R, enter services.msc, and press Enter.
    2. Right-click Windows Update, then select Stop.
    3. Open File Explorer and go to C:\Windows\SoftwareDistribution.
    4. Delete the contents of that folder—not the SoftwareDistribution folder itself.
    5. Return to Services, right-click Windows Update, and select Start.
    6. Open Settings → Windows Update → Check for updates. Windows should download a fresh copy of the package.

Microsoft documents this cache-clearing procedure for damaged or incomplete Windows Update files. Ensure important files are backed up before broader Windows repair operations. ^3^

Also confirm that the system drive has at least 20 GB free for a 64-bit Windows upgrade and disconnect nonessential drives, docks, and USB devices before the next attempt. ^3^

    3. Report the channel/build mismatch if it persists

Open Feedback Hub and file the issue under Install and Update → Downloading, installing, and configuring Windows Update. Include:

    • The update name and build: 26340.9616
    • A screenshot showing Release Preview
    • A screenshot showing the download at 99%
    • How long it remains there
    • Confirmation that no error code appears
    • Feedback Hub diagnostic logs

Microsoft recommends Feedback Hub for Insider build problems and requests screenshots and logs where possible. ^2^

Avoid resizing or modifying the EFI/System Reserved partition: that repair applies when Windows explicitly reports a system-reserved-partition problem, which is not occurring here.
