A disabled billing profile usually comes down to one of two things: an unpaid or past-due invoice on that profile, or the billing account being blocked after a long period with no usage or sign-in activity. Either way, a blocked account can't add new subscriptions, and only Microsoft billing support can turn it back on.
Here's what I'd do:
- In the Azure portal, open Cost Management + Billing, select the billing profile and check Invoices for anything unpaid or marked "Contact Azure Support to pay this invoice".
- Select the ? icon at the top of the portal, then Create a support request, and choose Billing as the issue type. Billing and subscription management support doesn't need a paid support plan.
- When the self-help suggestions show up, continue past them to the request form. In the details, say the billing profile is disabled, list any invoice numbers you found, and ask for it to be re-enabled so you can create a subscription.
Please keep billing account IDs and invoice numbers in the support request and not in this public thread.
