Microsoft for Startups: existing member now gets "This account can't be used for Microsoft for Startups credits" and Program Support option is missing

We are an existing Microsoft for Startups member (joined June 2026, Azure portal experience, no investor referral code). We sign in with the same personal Microsoft account (MSA, not a work/school account) that we used to apply and to activate our Azure sponsorship.

Timeline:

  • 1 Jun 2026: USD 1,000 starter credit granted.
  • 22 Jul 2026: business verification approved and an additional startup sponsorship credit granted (USD 4,314).
  • Since late August: we have been running the workloads required to unlock the next credit tier (7 workloads with a daily minimum spend for 60 days).
  • 6 Oct 2026: the Microsoft for Startups page in the Azure portal started showing: "This account can't be used for Microsoft for Startups credits. Sign in with an eligible Microsoft account to access this offer."

Nothing changed on our side: same account, same subscription, same payment method, and no other Azure account, free trial or Startups application. The only change we can see is that our credit balance reached USD 0 this week.

We opened a support request under Subscription management > Benefits - Offers.

Questions:

  1. Is this message expected once startup credits are fully used (the portal re-evaluating the account as a new applicant), or is it an entitlement/account-linking error?
  2. Does our progress toward the next credit tier (workload milestone and 60-day spend history) keep counting while this message is shown?
