A family of Microsoft spreadsheet software with tools for analyzing, charting, and communicating data
Ray,
I can understand why this behavior seems strange to you; however, it is intended and normal.
The behavior you are observing is the Windows search function within the file selection dialog, not a specific Excel search feature: The "Search Documents" box utilizes Windows search and indexing logic, allowing it to account for file names, paths, and properties, as well as the text content of supported files. This same dialog appears in Windows Explorer, for instance.
You can open all the files you see there with Excel, even if they do not have an .xl* file extension! If you look at the file types listed on the right side of the "Open" dialog, you will see formats such as .html, .xml, and .ods, to name just a few. The ReadMe.HTML in your results obviously contains the term "client" or "all".
The registry key published here by Oliver is a hallucination generated by Copilot; it has absolutely no effect on the behavior.
To obtain better search results, you can use Advanced Query Syntax (AQS); there are various keywords followed by a colon that modify the search. In your case, entering name:"client all" will display only those files that contain "client all" in the file name.
You can also use operators in your search; for example, name:client NOT all finds only files that have "client" in the name but not "all".
You can find a description of the AQS modifiers here:

I hope I have been able to clarify the behavior; please do not hesitate to ask if you have any further questions.
Andreas.
