Looking for permanent remove of Learn about this picture reg file
Open Registry Editor.
Go to HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Desktop\NameSpace{2cc5ca98-6485-489a-920e-b3e88a6ccce3} registry.
Right click - Export it first for backup.
Then right click - delete it.
In few moments, Learn about this picture will be removed.
P.S. Create System Restore point first, if you're new to registry.

This is so wrong, don't do that! If you want to hide the desktop icon that appear when enabling Windows Spotlight (Honestly Microsoft, there should be an option for that).

Should make them pay us for adding unscripted items to our desktops, we own the software once we purchase it, and I at least know I did not ask for this garbage added with the useless updates, if its not required for security it shouldn't be added.

Do you mean removing the Windows Spotlight background "Learn about this picture" button on the desktop? If so, you can check this page to disable it through the Registry and see if it helps.
