Policy Violation Throttle

Hi

I have Microsoft Office 365 E5 developer license. I have been using this developer subscription since 5 years specifically for testing purposes. However 2 weeks ago, access to the OneDrive & Share point suspended with the following error without prior notice. In addition, the URL demonstrates the scheduled deletion with the date as well. I began auditing the entire tenant but found no illegal activity.

I opened support tickets but the technical team has no insights, knowledge about this issue. Is there any channel, contact where I raise my issue and register the complain?

    Hello @Muhammad Waqas

Since this is a user-to-user community forum, I do not have access to Microsoft's internal systems or your tenant and cannot determine the reason for the policy violation flag, suspension, or scheduled deletion of a Microsoft 365 Developer tenant.

What is the exact error message say? Do you see something like AUP (Acceptable Use Policy)?

May I ask whether the support case was opened through the Microsoft 365 Admin Center? If the case was not opened through the Admin Center, or if the existing case has not been able to provide further information, you may also want to contact Microsoft 365 Developer Program Support, as they are the team most familiar with Developer Program subscriptions and tenant eligibility matters.

You can contact Microsoft Support for further assistance. Please visit the Microsoft 365 Developer Program portal and select Support.  Then, follow the guidance in this article to submit a support request: Microsoft Engage Center Get Help

Submit or reroute the case through Contact support on the SharePoint Acceptable Use Policy page in the Microsoft 365 admin center, because only Microsoft’s enforcement/backend team can review and remove this service-level restriction.^1^

    Escalate through the correct queue

Since ordinary support tickets have produced no result, ask that the existing case be transferred to the SharePoint Acceptable Use Policy enforcement/backend team, rather than opening another generic OneDrive ticket.

    1. Sign in to the Microsoft 365 admin center with a tenant administrator account.
    2. Open the SharePoint Acceptable Use Policy support result and select Contact support. This is Microsoft’s documented route for requesting restoration when you believe the block is mistaken.^1^
    3. If that option does not open a request:
      • Select Help & support at the bottom-right.
      • Enter: SharePoint Acceptable Use Policy block – PolicyViolationThrottle
      • Select the Contact Support headset icon.
      • Choose phone or email and submit the case.^2^
    4. Reference every existing ticket number and request:
      • AUP enforcement review
      • Backend escalation
      • Review before the deletion date displayed on the block page
      • Written confirmation of whether data remains downloadable and what preservation options are available

A closely matching Developer E5 sandbox case was escalated after the user supplied screenshots and logs during a support session; the first-line agent could not identify the specific trigger.^3^

    Include this evidence

    Attach or record:

    • The complete PolicyViolationThrottle error text and an unredacted screenshot in the private support case
    • The displayed scheduled-deletion date
    • UTC date and time when the problem occurs
    • Confirmation that both SharePoint and OneDrive are affected
    • Whether content is unavailable or remains readable/downloadable
    • Whether the SharePoint admin center is affected
    • Tenant type: Microsoft 365 Developer Program E5 sandbox
    • A concise description of development/testing workloads
    • Relevant audit findings and actions already taken
    • Browser/network trace or logs requested by the support engineer

Do not publish the tenant URL, ticket numbers, correlation IDs, or administrator details in this public forum. Edit the question to remove the tenant-specific URL if possible.

If support requests a Developer Program correlation ID, open the Developer Program dashboard, press F12, reproduce the failing dashboard action, enter correlationid in the Console, and provide the resulting ID together with the timestamp, time zone, complete error, and screenshot.^4^

    Protect the data now

If read-only access still permits downloads, export all important SharePoint and OneDrive development data immediately. Do not wait for the review outcome. The public documentation supplied here does not define the fabDeleteSchdDate URL parameter, so treat the displayed date as urgent without assuming exactly what backend operation it represents.

Developer Program terms permit suspension or termination and deletion of customer data under specified conditions. They also state that unresolved reasons for suspension may lead to termination and deletion, so an internal audit alone does not cancel the enforcement action.^5^

If the dedicated AUP case is still being handled as a generic storage or permissions problem, reply:

This is a tenant/service-level PolicyViolationThrottle restriction affecting SharePoint Online and OneDrive in a Microsoft 365 Developer E5 sandbox. Please route the case to the SharePoint Acceptable Use Policy enforcement/backend team for review. The block page displays a scheduled-deletion date. Existing case IDs, screenshots, timestamps, and audit findings are attached.

Community moderators cannot unblock the tenant; the corresponding Q&A guidance also directs administrators to the Contact support action on the SharePoint Acceptable Use Policy page.^6^
