Startups: Companies that are in their initial stages of business and typically developing a business model and seeking financing.
Eligibility is determined primarily by the startup’s headquarters and Azure availability—not by the founder’s nationality—but the founder must also be able to complete Azure account creation using a supported country/region that matches the billing address.
Geographic eligibility
Microsoft publishes two relevant requirements:
- The company must be headquartered in a country where Azure services are available.^1^
- During Azure account creation, the selected country/region must match the billing address. That selection cannot subsequently be changed; if the country is absent from the list, the offer is unavailable there.^2^
The published eligibility criteria do not identify the founder’s citizenship or residence as a separate eligibility test. Nevertheless, residence can affect the practical ability to enroll because account creation requires matching address and payment information.
Microsoft’s public startup documentation cited here does not explicitly confirm whether Iran is currently supported for this program. Therefore, do not assume eligibility based on an overseas company registration alone. The registered company name and address must match its legal documents, while the Azure profile country must match the real billing address.^2^
Before disclosing detailed project information, check the application flow:
- Open the Microsoft for Startups application and select Get started.
- Proceed to Azure account creation.
- Inspect the Country/region list without submitting inaccurate information.
- If Iran is not listed, the offer is not available for that account region. Do not select another country unless it genuinely matches the applicable billing address and company information.
Accelerators and referral codes
A partner referral is not an exception to geographic eligibility. It is a route to additional benefits for a startup already backed by a VC, accelerator, incubator, or university in the Microsoft for Startups Investor Network.^3^
The documented process is:
- Join or already be backed by a participating organization.
- Obtain its 10-character referral code directly from that organization.
- Enter the code during the application or later through the portal.
- Microsoft reviews eligibility before granting expanded benefits.
Microsoft does not publicly disclose the participating-investor list, and applicants must contact their accelerator or VC directly for a code. An application can also proceed by selecting Continue without a code.^2^
There is no documented Microsoft service that refers geographically ineligible founders to an external accelerator. The Investor Network path works in the opposite direction: an existing participating partner refers its backed startup to Microsoft. It does not override headquarters, Azure-region, billing-address, verification, or compliance requirements.
Requesting an authoritative Iran-specific decision
Because the public eligibility pages do not state Iran’s status explicitly, request a country-specific determination from Microsoft for Startups Program Support before applying. Program Support handles application, onboarding, verification, and compliance questions, but cannot override eligibility decisions.^4^
If the startup portal is accessible:
- Open the Azure portal.
- Go to the startup homepage.
- On Overview, find Your Microsoft Team.
- Select Get program support.
- Ask Microsoft to confirm eligibility for the exact combination of:
- Founder’s country of residence;
- Company’s legal registration and headquarters country;
- Azure billing country;
- Availability of the startup offer in that country.
Avoid sending confidential product details initially; those four facts should be sufficient for a geographic-eligibility clarification.
