Windows Recall disappeared on its own

Hi everyone,

I'm experiencing a very unusual issue with Recall on my HP OmniBook Ultra Flip 14-fh0003nl. Recall suddenly disappeared from Settings > Privacy & security, and I haven't been able to restore it.

The strange part is that Recall appears in the legacy optionalfeatures.exe dialog, but not in Settings > System > Optional features. Launching ms-recall: causes it to crash immediately.

I've already tried several troubleshooting steps, including SFC and DISM, checking Group Policy (all Recall-related policies are set to Not Configured), reinstalling Windows from an official Microsoft ISO, and upgrading to Windows 11 26H2. None of these steps restored Recall.

Windows Hello face recognition and fingerprint authentication are configured, BitLocker is enabled, and Secure Boot with Pluton is enabled in the BIOS. The Windows AI components are also up to date.

System specifications:

HP OmniBook Ultra Flip 14-fh0003nl

Intel Core Ultra 7 258V, 8 cores

Intel AI Boost NPU, up to 47 TOPS

Intel Arc 140V integrated graphics

32 GB LPDDR5X RAM, 8533 MT/s

2 TB SSD

Windows 11 Pro, 64-bit, version 26H2

BIOS: HP W75, version 01.05.00

Intel graphics driver: 32.0.101.9150

Microsoft Support remotely investigated the issue, checked the relevant Windows AI policies and package information, and attempted additional troubleshooting, including restarting the system. Unfortunately, Recall remained unavailable, and I was referred to the community.

Has anyone encountered a similar situation where Recall disappears completely, ms-recall: crashes, and reinstalling Windows doesn't fix it? I'd particularly appreciate any insights into missing or incorrectly registered Windows components, Recall dependencies, or a way to diagnose and restore the feature without another Windows reinstall.

Thanks in advance.

    Hi spatolo,

Thank you for the very thorough information. You have already gone well beyond the usual troubleshooting, including SFC/DISM checks, policy verification, Windows reinstallation, and an upgrade to 26H2, so I understand why another reinstall would not be a useful next step.

Because Recall still appears in Windows Features but is missing from Settings, while ms-recall: crashes immediately, I would suggest continuing this through Microsoft Support and specifically requesting further investigation of Recall's package/component registration and dependencies.
