Hello Microsoft Support Team,

We are experiencing a recurring issue with Azure Free Account registration that appears to affect multiple independent companies and individuals in Türkiye.

Several different companies have attempted to create Azure Free Accounts using:

  • Different Microsoft accounts and email addresses
  • Different individuals and identities
  • Different phone numbers
  • Different physical bank cards (not virtual cards)
  • Separate company and billing information

Despite these differences, every registration attempt results in exactly the same error:

“You’re not eligible for an Azure free account.”

These are legitimate businesses intending to develop and deploy cloud-based solutions on Microsoft Azure.

Since the issue occurs across multiple unrelated companies and users, we are concerned that it may be related to Microsoft’s automated eligibility verification, fraud prevention system, or a broader registration issue affecting applications from Türkiye.

We would appreciate your assistance with the following:

  1. Could you confirm whether there is a known issue affecting Azure Free Account registrations in Türkiye?
  2. Could these applications be incorrectly flagged by the automated risk assessment system?
  3. Could you please escalate this issue to the Azure Risk/Reject Team for a manual eligibility review?
  4. Is there a way to open a support case for this issue when we cannot create an Azure subscription in the first place?

We have already attempted registrations with different accounts, applicants, and payment information, without success.

We would be happy to provide screenshots, registration details, and any additional information required through a secure support channel.

Thank you for your assistance. We look forward to your guidance and a resolution.
