Which Office product do you have? Publisher has been retired from subscription versions of Office. You should still be able to use the software if you have a one-time payment version of Office which includes Publisher, such as Office Professional 2021.

If Publisher will not open and the issue is tied to a paid Microsoft 365 subscription, use this order:

    1. Repair Office
      • Open Control Panel > Programs > Programs and Features.
      • Select the Microsoft 365 installation and choose Change.
      • Run Quick Repair first.
      • If Publisher still will not open, run Online Repair.
    2. Check for Office updates
      • Open any Office app such as Word or Excel.
      • Go to File > Account > Update Options > Update Now.
    3. Start Publisher in Safe Mode
      • Press Windows + R, type publisher /safe, and press Enter.
      • If Publisher opens in Safe Mode, the problem may be related to add-ins or templates.
    4. Reinstall Office
      • If repair and updates do not fix it, uninstall and reinstall Office.
    5. If the subscription/payment is not being recognized
      • This is a billing/account issue rather than a Publisher file issue.
      • Contact Microsoft Support directly through the support contact flow for Microsoft 365 and Office > Manage my Subscription > Chat with support agent in web browser.

    Also note:

    • Publisher remains supported in Microsoft 365 until October 1, 2026.
    • After that, Microsoft 365 subscribers will no longer be able to open or edit Publisher files in Publisher.
