Artifact Signing organization identity validation stuck on “Action Required” after Verified ID sharing fails with HTTP 504 and 409

created a Public organization identity validation for an Artifact Signing account in North Europe. The identity verification website reported “Verification successful”, and Face Check in Microsoft Authenticator succeeded. However, sharing the Verified ID from Authenticator failed.

The first presentation attempt returned HTTP 504. Retrying returned HTTP 409 with tokenError: “The targeted resource in CosmosDB already exists.” Authenticator reports CompleteRequestStatus=failed, while the Artifact Signing validation remains in “Action Required” and asks me to complete verification.

An earlier attempt to create the Artifact Signing account in West Europe was blocked because that region was not accepting new customers. The account was subsequently created successfully in North Europe. The 409 error occurs later, during Verified ID presentation.

Could the Artifact Signing or Entra Verified ID team check whether the verification transaction was received and advise how to recover the existing validation request? I can provide the validation ID, request ID, correlation vector and timestamps through a private channel. I have not deleted or recreated the validation request.
