By default, Shut down is not a full shutdown, and Windows never says so

Fast Startup is on by default, and it was on on my laptop. With it on, "Shut down" in the Start menu does not shut Windows down fully: it hibernates the system core and restores it at the next power-on, drivers included. Only "Restart" fully restarts. Nothing in the power menu says this, so a user who shuts down to clear a problem gets no reset at all, and the default behavior is the opposite of what the button's name says.

This cost me a working microphone. On my Dell XPS 13 DX13260 (Windows 11 Home 25H2, build 26200.9711), the built-in microphone stopped delivering audio. Restarting the device with "pnputil /restart-device" reported "System reboot is needed to complete configuration operations", and both microphone devices are flagged as needing a restart (DN_NEED_RESTART). I chose Shut down and turned the laptop on the next morning. Windows hibernated instead (Kernel-Power event 42: TargetState=6, EffectiveState=5; next boot type 0x1), the devices were still waiting for a restart, and the microphone still did not work.

Please:

  1. Make Shut down a full shutdown by default, or turn Fast Startup off by default.
  2. At the very least, perform a full shutdown whenever a device is waiting for a restart.
  3. Say clearly in the power menu when Shut down will not reset drivers.

Restart Windows now, then use Restart—not Shut down—whenever pnputil or Device Manager reports that a restart is required; Windows documents Restart as a full boot cycle, while Fast Startup preserves the kernel session and drivers.

Your diagnosis of this specific sequence is consistent with documented Windows behavior:

    • Fast Startup is the default shutdown transition.
    • It logs off users but writes kernel session 0 to the hibernation file.
    • On the next power-on, drivers and services are restored rather than restarted.
    • A requested Restart performs a full shutdown/boot cycle (S5). ^1^

That explains why a normal Start-menu shutdown did not satisfy the pending device restart in your test. DN_NEED_RESTART indicates the device operation needs a system restart; Microsoft’s driver-installation documentation also distinguishes a requested system restart from merely powering down a device. ^2^

    Immediate recovery

    1. Select Start > Power > Restart.
    2. After signing in, check whether the microphone works and whether DN_NEED_RESTART has cleared.
    3. If you need the computer to power off rather than reboot, open Terminal or Command Prompt and run:
    shutdown /s /t 0

shutdown.exe performs a full shutdown by default; /hybrid would explicitly request hybrid shutdown instead. ^3^

A one-time alternative is to hold Shift while selecting Shut down, which temporarily avoids Fast Startup for that shutdown. ^4^

Make ordinary Shut down perform a full shutdown

If predictable driver reinitialization is more important than Fast Startup, disable it:

    1. Open Control Panel.
    2. Go to Hardware and Sound > Power Options.
    3. Select Choose what the power buttons do.
    4. Select Change settings that are currently unavailable.
    5. Clear Turn on fast startup (recommended).
    6. Select Save changes.
    7. Restart once to clear the currently preserved kernel state.

This requires administrator privileges. Microsoft documents disabling Fast Startup as a troubleshooting measure, although its older technical article says disabling it is not generally recommended because the feature improves startup time. ^5^ ^3^

    Submit the requested design changes

Microsoft Learn Q&A cannot change Windows defaults or power-menu text. Submit the three proposals through Feedback Hub, preferably as separate items so each can be independently tracked:

    1. Press Windows key + F.
    2. Choose Suggest a feature.
    3. Search first and upvote an existing matching suggestion; otherwise create a new one.
    4. Submit these separately:
      • “Make Shut down perform S5/full shutdown by default.”
      • “Force a full shutdown when any device has a pending restart.”
      • “Label hybrid shutdown in the power menu when drivers will be restored.”
    5. Include:
      • Windows 11 Home 25H2 and build number
      • Dell model
      • pnputil /restart-device output
      • the devices’ DN_NEED_RESTART state
      • Kernel-Power event 42 fields and subsequent boot type
      • the result before and after selecting Restart
    6. Link to similar feedback if Feedback Hub finds it, and attach exported event details or use Recreate my problem where practical.

Feedback Hub supports searching/upvoting existing reports, filing separate problems or suggestions, and attaching diagnostics or recordings. ^6^

The concern about discoverability is also reflected in the technical documentation: Microsoft explicitly states that Fast Startup appears to the user as a full S5 shutdown even though the machine actually transitions through S4. ^1^
