A Windows Server 2016 Standard paper license alone does not license Windows Server 2019; you need a separate Windows Server 2019 license unless the 2016 license had applicable Software Assurance with new-product-version rights.
Windows Server 2016 Standard can technically be upgraded in place to Windows Server 2019 Standard, but Microsoft requires a valid product key and activation method for the target version because each Windows Server upgrade requires a separate license.^1^
Check your licence entitlement
- Review the paper licence, purchase invoice, and licensing agreement to identify its channel:
- Retail
- OEM, supplied with the server
- Volume Licensing
- Determine whether the licence had Software Assurance covering the newer version. Software Assurance is obtained through Volume Licensing and includes new-product-version rights.^2^
- If it did not have applicable Software Assurance or another qualifying entitlement, purchase enough Windows Server 2019 Standard core licences from an authorized Microsoft licensing reseller or CSP.
- Obtain the Windows Server 2019 installation media and corresponding activation key through the channel that supplied the target licence. Microsoft documents OEM, retail, Visual Studio subscription, and Microsoft 365 admin center as installation-media sources.^3^
The Windows Server 2016 key should not be entered as though it were a Windows Server 2019 key. Keep the paper licence and proof of purchase; possessing installation media does not establish licensing entitlement.
Perform the upgrade
Before proceeding, confirm that this is a nonclustered, non-Azure server and that its installed roles and applications support an in-place upgrade.
- Create and restore-test a full backup of the operating system, applications, data, and any VMs.
- Schedule downtime and confirm the server meets Windows Server 2019 hardware requirements.
- Obtain matching Windows Server 2019 installation media and a valid target-version key.
- Sign in with an administrator account.
- Mount the Windows Server 2019 ISO or insert the DVD.
- Run
setup.exefrom the media. - Enter the Windows Server 2019 product key when requested.
- Select Windows Server 2019 Standard, matching the existing installation type—Server Core or Desktop Experience.
- Accept the licence terms.
- Select Keep files, settings, and apps.
- On Ready to install, select Install.
- After the restarts, verify the installed edition:
Get-ComputerInfo -Property WindowsProductName
slmgr.vbs /dlv
The first command should report Windows Server 2019 Standard; the second displays activation and licensing-channel information. Microsoft lists the required backup, administrative access, maintenance window, role compatibility, target-version key, and detailed Setup sequence.^3^
Special cases
- OEM licence: Check with the server manufacturer or licensing reseller because the applicable rights and media depend on the agreement and distribution channel.
- Volume licence but no portal/key access: Use Microsoft’s Product Activation Portal. It supports locating volume-licensing details and keys, activation exceptions, and support chat for qualifying cases.^4^
- Azure VM: Do not use the physical-server media procedure; Azure VMs have a separate in-place upgrade process.
- Failover cluster: Use Cluster OS rolling upgrade rather than this procedure.
- Unsupported server role or new hardware: Perform a clean installation or migrate the workload instead of upgrading in place.^1^
