Unable to Run a Mail Rule (manually) in New Outlook desktop...?

Can anyone explain why I cannot Run this Mail Rule manually in New Outlook desktop ('Run rule now' is greyed out (unavailable))?

I have been in Contact with Support because the Automatic Filtering in New Outlook prevents most of my Rules running automatically as they are sent direct to Junk.

This is a known issue which Microsoft seem reluctant to do anything about - such as allow users to turn Automatic Filtering OFF completely, so their own Mail Rules will actually work automatically!!!
