Hello
As this forum is primarily intended for user-to-user support, and your scenario is relatively complex and may require guidance on the officially supported architecture across multiple Microsoft technologies, I would recommend contacting Microsoft Support directly.
The key requirement is not only centralized management of the emergency contacts, but also ensuring that they are automatically synchronized and available in the native Contacts app (and ideally the phone dialer experience) on both iOS and Android devices.
When contacting Microsoft Support, it may be helpful to ask whether Microsoft has a recommended or more optimized approach for this scenario, particularly for:
- Centralized management of emergency contacts
- Automatic creation, update, and deletion synchronization
- Availability in the native Contacts apps on iOS and Android
- Distribution restricted to specific departments or Entra ID groups
- Support for external contacts that may not have email addresses
- Minimal ongoing administrative effort
Microsoft Support should be able to advise whether custom Exchange Online Address Lists can meet these requirements, whether a Microsoft Graph-based approach is recommended, or whether there is another Microsoft-native solution that would better align with your needs.
