Unable to open Paginated report

Hello I keep getting the error message of being unable to open paginated report. It says "Only 20 items can be opened at one time. In the header, close an item and then try again."

I do not have that many tabs open and I have closed things out and even reset my computer but nothing.

That 20-item limit is inside the Power BI webpage itself, not your browser tabs. The portal header keeps track of recent reports and caps it at 20.

Try this to fix it right now:

• Look at the top bar inside the Power BI site and click the "X" to close out old reports listed there.

• If you don't see any, hit Ctrl + F5 to force-refresh the page and clear the stuck session counter.

• If that still fails, open an InPrivate window and log back in. That will bypass the glitch completely.

    Hi Joseph Williams,

I understand how confusing this message is when you do not actually have 20 tabs open. The warning may refer to items retained in the website’s session rather than the visible tabs in Microsoft Edge.

Please open Microsoft Edge in an InPrivate window, sign in to the service, and try opening the report again. If it works there, clear the cookies and site data for the affected website, then retry in a normal Edge window.

If the same message appears in InPrivate mode, please let us know:

    • Which website or Microsoft service hosts the report
    • Whether this happens with one report or all reports
    • Whether the report opens in another browser
    • A screenshot of the full message, with personal information hidden

These details will help determine whether the limit is associated with Edge or with the report service. I hope this helps narrow it down.

The 20-item limit may refer to the items kept open inside the Power BI or Microsoft Fabric interface, not the number of browser tabs. Some reports can remain listed there even after you close their browser tabs.

If you're opening the report through Power BI or Fabric, check the header or open-items list and close any reports or other items you no longer need. If nothing is listed, try signing out and back in, then open the report in an InPrivate window to see if it works.

If the issue continues, could you confirm whether you're opening the paginated report in Power BI Service or Microsoft Fabric? That will help narrow down the next steps.
