    Hello @James Krakowski

    Welcome to Microsoft Q&A!

Thank you for your patience, and taking the time to elaborate on your concerns.

This occurs when Setup detects a blocking condition such as pending updates, incompatible drivers, or active BitLocker protection on the system partition.

    Resolution Steps:

Install all pending Windows Updates (Settings → Windows Update).

    Suspend BitLocker before retrying:

Run manage-bde -protectors -disable C: in an elevated Command Prompt.

    Retry the upgrade.

If the message persists, review the setup logs for the exact blocking item:

      `C:\$WINDOWS.~BT\Sources\Panther\setuperr.log`

         `C:\$WINDOWS.~BT\Sources\Panther\setupact.log`

    Documentation:

I hope this helps to better understand the diagnostic options available and the risks involved.

    10Q for the quick reply.

BitLocker is not enabled on Windows Server 2022 Standard.

There are multiple error lines in the setuperr.log.
I did run sfc /scannow which reported no violations.

    I attached the error log.

    setuperr.log

    Hello @James Krakowski

The setuperr.log indicates that Windows Setup encountered compatibility-scanning errors and was later interrupted or cancelled. However, it does not conclusively identify the original upgrade blocker.

    Check C:\$WINDOWS.~BT\Sources\Panther\ for setupact.log, the latest CompatData*.xml, and *_APPRAISER_HumanReadable.xml.

Run SetupDiag to identify potential upgrade-blocking issues.

Review any reported compatibility or WMI errors before attempting repairs.

Back up the server and gracefully shut down running virtual machines during the maintenance window if Hyper-V is installed.

    Relevant Microsoft documentation:

    Windows Setup log files

Identify upgrade blockers using compatibility logs

    SetupDiag: Diagnose Windows Setup errors

Repair or in-place upgrade Windows Server

Recommendation: Review the compatibility XML and SetupDiag results first to identify the specific blocker before making system changes.

    Many thanks.
