Does upgrading Azure Free Trial to Pay-As-You-Go unlock Microsoft Foundry model quotas for individual developers?

I recently created an Azure account and received the $200 Azure free credit offer. I want to use Microsoft Foundry (ai.azure.com) for personal AI-assisted development and agentic coding.

Currently, my subscription is active, but I encounter “Insufficient quota” when attempting to deploy models. Several models show zero available TPM quota, and some models I’m interested in do not appear in the quota list.

Before upgrading to Pay-As-You-Go, could someone clarify the following?

Does upgrading a Free Trial subscription to Pay-As-You-Go generally make Microsoft Foundry models deployable, or can individual developers still have zero quota?

Does this depend on the model provider (OpenAI, DeepSeek, or xAI/Grok), model version, deployment type, or Azure region?

Are models such as GPT-6 Luna and DeepSeek V4 Flash currently available to individual PAYG subscribers? If not, which comparable models are available?

Would I still need separate quota approval after upgrading, and can such requests be approved for personal projects without a company affiliation?

Does the existing $200 promotional credit remain available after upgrading, and can eligible Foundry model usage consume that credit?

I am willing to upgrade to PAYG if necessary. I would simply like to confirm whether doing so is likely to provide usable model quotas before making the change.

I am looking for clarification on actual deployment eligibility and quota restrictions, rather than general instructions on how to deploy a model.

Thank you.

Upgrading from Free Trial to Pay-As-You-Go generally improves eligibility for Microsoft Foundry model deployments, but it does not guarantee immediate nonzero quota for every model, region, or deployment. Quota is assigned per subscription, per region, and per model in TPM. A deployment is only possible where quota exists for that specific model and region.

Supported facts for the questions raised:

    1. PAYG can make deployments possible, but quota can still be zero for some models or regions
Foundry quota is allocated per model and region. If quota for a model in a region is exhausted or not assigned, deployment fails with insufficient quota. Some subscription types also have lower maximum quota values or no quota for certain model families.
    2. Eligibility depends on model, region, and subscription type
The documentation states quota and deployment availability are model-specific and region-specific. If a model is not supported in the selected region, it will not deploy there. The troubleshooting guidance for Foundry also calls out unsupported region and insufficient quota as common causes.
    3. A quota request can still be required after upgrading
When quota is insufficient, the documented options are:
      • request more quota through the quota increase form
      • reallocate TPM from existing deployments
Foundry also introduces quota tiers that can increase automatically with usage over time. Previously approved increases are retained.
    4. Personal/company affiliation is not listed as a quota prerequisite in the provided documentation
The documented factors for automatic quota tier upgrades are usage trends, Microsoft relationship status such as EA or MCA-E, and payment history. The prerequisites to request quota increases are subscription roles such as Owner or Contributor, not company affiliation.
    5. Some offer types remain restricted even with Foundry access
The quota tables show that certain subscription offer types have reduced or zero quota for some or all models. Examples in the provided documentation include:
      • Azure for Students: 1K TPM for all models, with exceptions where o-series and some preview families are 0
      • Lightweight trial, Free Trials, Azure Pass: all models 0
      • CSP Integration Sandbox: all models 0
    6. Short-term testing may use shared quota in Foundry projects
Foundry projects can use a shared quota pool for temporary test endpoints, intended for testing rather than production endpoints. Dedicated quota should be requested for production use.

What cannot be confirmed from the provided documentation:

    • whether upgrading preserves the existing $200 promotional credit
    • whether Foundry usage will consume that credit after upgrade
    • whether specific models such as GPT-6 Luna or DeepSeek V4 Flash are currently available to individual PAYG subscribers
    • whether xAI/Grok models are available under the stated conditions
    • a guaranteed approval outcome for quota requests on personal projects

    The clearest supported conclusion is:

    • Free Trial commonly has zero quota for Foundry model deployment.
    • PAYG is the correct path if deployable quota is needed, but usable quota still depends on the specific model, region, and assigned quota.
    • A separate quota increase request may still be necessary after upgrading.
    • Zero quota for some models remains possible even on PAYG.
