Hello Microsoft Support Team,

I am unable to deploy an Azure OpenAI model. The deployment fails with the following error:

“715-123420: Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support.”

Deployment details:

Model: gpt-6-sol

Model version: 2026-09-22

Deployment type: Global Standard

Resource region: Korea Central

Requested capacity: 100K TPM

The error instructs me to contact support, but there is no “Create a support request” option available in my Azure Portal, so I cannot submit a support ticket.

Could a Microsoft support representative please help me open a support case and escalate this issue to the appropriate internal team to investigate and resolve the deployment restriction?

I can provide my subscription ID, resource ID, error timestamp, and request IDs through a private message or a secure support channel.

Thank you for your assistance.

Error 715-123420 indicates that the deployment request was blocked by an account or service protection check. This is not something that Microsoft Q&A participants can remove, and repeatedly retrying or creating replacement resources is unlikely to resolve an account-level restriction.

The appropriate route is an Azure support request. If Create a support request is missing, verify that the signed-in user has permission to create support tickets for the subscription. A subscription Owner can assign the built-in Support Request Contributor role at the subscription scope.

After the role assignment is effective, open Help + support > Create a support request. Select the affected Azure OpenAI or Foundry service and the deployment issue.

Provide the following through the secure support case, not this public forum: subscription and resource IDs; region, model, model version, deployment type, and requested capacity; exact UTC timestamp; full error text; and request and correlation IDs. Ask support to route the case to the team that handles deployment-protection reviews.

If an authorized subscription administrator also cannot see the support-request option, use the Azure support entry point or ask the tenant or subscription administrator to open the request.
