SQL server provisioning is being denied in the selected region for this subscription

Good day all,

I'm receiving the following error when I attempt to create a test Azure Sql Free database.

The subscription is active and enabled, and there are no existing Azure SQL resources in it, so this does not appear to be a problem with a failed or conflicting deployment. The blocker is a subscription-scoped Azure SQL region access restriction: SQL server provisioning is being denied in the selected region for this subscription. The documented causes are either that the region has not been enabled for the subscription or that the region is currently constrained by capacity. The free Azure SQL Database offer itself is available across subscription types, so the issue is specific to regional access for SQL provisioning, not to eligibility for the free offer. The failure is a subscription-scoped Azure SQL region-access restriction, not a general problem with the free Azure SQL Database offer.

I've tried numerous US regions, and everyone of them gives me the same message

This error matches an Azure SQL region access or capacity restriction on the subscription, not a problem with the free Azure SQL Database offer itself.

    Use this order of checks:

    1. Verify that Microsoft.Sql is registered for the subscription.
      • In Azure portal: All Services → Subscriptions → select the subscription → Resource providers under Settings.
      • Filter for sql.
      • For Microsoft.Sql, select Register or Re-register.
      CLI:
         az provider register --namespace Microsoft.Sql

      PowerShell:
         Register-AzResourceProvider -ProviderNamespace Microsoft.Sql

    2. If registration is already complete and provisioning still fails in multiple US regions, submit a support request to enable region access for Azure SQL.
      • In the support request, use Issue type: Service and subscription limits (quotas).
      • For reserved or restricted region access requests, use Quota type: Other Requests.
      • In the description, specify the region to enable and the planned SQL usage.
    3. If the selected region is currently constrained, choose a different region if possible.
      • Microsoft guidance for region-access and location-ineligible errors is to use an alternative Azure region unless there is a clear business requirement for a specific region.
    4. If the subscription is an Azure Program offering such as Azure Pass, Azure for Students, Visual Studio Subscriptions/MSDN, Microsoft for Startups/Sponsorship, or similar, some regions are limited by design.
      • In that case, using an alternate region is specifically recommended for the listed restricted program regions.
    5. If the error changes to a quota message such as server quota or DTU quota being exceeded, submit a quota increase request instead.

Since the failure occurs across numerous US regions, the most likely next actions are:

    • confirm Microsoft.Sql registration, then
    • open a Service and subscription limits (quotas) support request for Azure SQL region access.
