Problem description

I am unable to deploy Anthropic Claude models in Azure AI Foundry within the swedencentral region. The deployment attempts fail with the error MarketplaceSubscriptionCannotBeCompleted. Despite previous successful deployments of OpenAI and Claude models on the same subscription, new deployments are not being created. Diagnostics suggest that additional access needs to be enabled at the subscription level for the Claude offer in Marketplace.

Environment

Service: Azure AI Foundry; Resource region: swedencentral; Scenario: deployment of partner Anthropic Claude models through Azure AI Foundry; Affected model families: Claude Haiku, Claude Sonnet, and Claude Opus; Project structure: used; Subscription type: Microsoft Customer Agreement; Country/region: Ukraine.

What I've already tried

I have attempted to deploy several variants of Claude models in Azure AI Foundry within the swedencentral region. All attempts end with the error MarketplaceSubscriptionCannotBeCompleted. I used built-in Azure diagnostics, which indicate the need for additional access to be enabled at the subscription level for the Claude offer in Marketplace. I have not described any other troubleshooting steps.

Current status

Currently, deployments of Claude models in Azure AI Foundry in swedencentral continue to fail with the MarketplaceSubscriptionCannotBeCompleted error. Diagnostics suggest that additional subscription-level access is required for the Claude offer in Marketplace. I am seeking guidance on how to resolve this entitlement issue to enable successful deployment.
