This loop almost always means the birth date saved on the new account makes Microsoft treat it as a child's account (a typo in the year during sign-up is enough). You don't need to cancel the account. You need to fix that date, and you can only do that once an adult account "approves" it.
- Use a second Microsoft account that's set up as an adult. That can be another account of yours, or someone you trust, like a family member.
- When the stuck account asks for parental consent, choose the option to have a parent or adult approve, and sign in with that adult account to give consent.
- Once consent goes through, sign in to the stuck account at account.microsoft.com, open Your info, and choose Edit date of birth. Put in the correct date and save. You may be asked to verify your identity first.
- Sign out everywhere and sign back in. The loop should be gone, and you can sign in to your laptop again.
If your country uses Microsoft's newer age verification instead, you may be offered a check like a selfie estimate or an ID upload. Either route ends with the account recognised as an adult.
Did you get any chance to choose the birth date during sign-up, or was it filled in automatically?
If this resolved your issue, please consider accepting it as the answer. If the consent step also sends you back to the sign-in page, let me know and I'll be happy to keep helping.
