Windows 11 26H2 build 26300.9457: taskbar drag-hover does not activate windows with EnableLUA=0

I am looking for a Windows-level fix for native taskbar drag-hover window activation, while keeping EnableLUA=0 and the native Windows 11 taskbar.
Environment:
- Windows 11, version 26H2, build 26300.9457.
- Local desktop session, not Remote Desktop or a cloud PC.
- EnableLUA is currently 0. I need to retain this configuration because enabling UAC may affect existing workflows.
Observed behavior:
- Files can be picked up and dragged normally.
- Dragging a file over the taskbar icon of an already-running application and holding it there does not bring that application window to the foreground.
- Scrolling the mouse wheel while holding the file over the icon opens window thumbnail previews, but hovering over a thumbnail still does not activate its window.
- Direct dragging between two side-by-side ordinary local folders succeeds.
- Alt+Tab was also attempted, but a prohibited-drop cursor was observed. The exact receiving area and application-specific drop support have not yet been isolated, so this should not be treated as evidence that all application drops fail.
Expected behavior:
While continuing to hold a dragged file, hovering over a running application icon should bring its window forward, allowing the file to be dropped into a valid receiving area.
Questions:
- Is there a supported update, policy, or setting that restores this behavior while keeping EnableLUA=0 and the native taskbar?
- Is this a known taskbar regression, or could it relate to DataExchangeHost elevated-process checks? This is only a hypothesis, not a confirmed diagnosis for this build.
- Is there an official issue or Feedback Hub report to track?
I am seeking a native fix rather than replacing the taskbar with a Windows 10-style implementation or using a DLL-injection patch.
