Hi amralaa-8729,
Thanks for sharing such a detailed report and the Reliability Monitor information. You’ve already completed the main system checks, restored the system, and re-registered the related components, so I don’t want to send you through the same steps again.
The report confirms that SystemSettings.exe is crashing in SettingsHandlers_nt.dll with exception code 0xc0000005. However, the crash details alone don’t confirm whether ContentDeliveryManager or cloud-delivered content is the underlying cause.
To help narrow this down, could you confirm a few details?
- What Windows version and OS build are shown when you press Windows key + R, enter winver and select OK?
- Are you using a standard public build or an Insider build?
- Which cumulative update appears most recently under Settings > Windows Update > Update history?
- Does the Lock screen page also crash in a newly created local user account?
- Does it still crash if you temporarily disconnect from the Internet before opening that page?
The new-account test would be particularly helpful because the registry path you mentioned is under HKEY_CURRENT_USER. If the page works in another account, that would point more toward something specific to the original user profile. If it crashes in both accounts, the issue is more likely system-wide.
If the crash continues, I’d recommend reporting it through Feedback Hub > Report a problem > Desktop environment > Settings. Use Recreate my problem while reproducing the crash and include the exception code, faulting module, affected Settings page and a link to this thread.
Please share what you find from the new-account and offline tests. Those results should help clarify whether this is tied to the user profile, online content delivery or the wider system.
