Unable to download Windows 11 Arm64 ISO due to error 715-123130 in Russia

Anon 0

Hello. I am located in Russia and cannot download Windows 11 Arm64 ISO from the official Microsoft page due to error 715-123130.

I need an official temporary direct download link from Microsoft servers for:

Windows 11 25H2 Arm64 ISO

Language: Russian or English

Use case: virtual machine on Apple Silicon Mac / VirtualBox

I already have a valid product key.

Could you please provide a 24-hour direct link to the official Arm64 ISO?

A similar question has already been asked, but the link in it is outdated, so I am asking again.

Microsoft no longer allows us to provide ISO download links for users in countries subject to restrictions. Sorry.

A valid 24-hour Windows 11 25H2 Arm64 link cannot be supplied here because Microsoft generates those signed links dynamically, and the exact matching Q&A request currently has no accepted or recommended answer containing one.^1^

The links in the similar answers should not be used: they are for x64, not Arm64, and are time-limited. An x64 ISO is unsuitable for an Arm64 VM on Apple Silicon.

Available official route

Microsoft’s Arm64 download page currently offers Windows 11 26H2, not 25H2:

Open Download Windows 11 Arm64.^2^
Select Windows 11 (multi-edition ISO for Arm64).
Select Russian or English.
Generate the download link. Links generated there remain valid for 24 hours.
After downloading, use Verify your download on the same page to compare the ISO’s SHA-256 hash.

The multi-edition ISO uses the product key to select or unlock the appropriate edition. Microsoft documents Arm64 ISOs specifically for creating virtual machines, including VMs on Apple Silicon Macs.^3^

Because error 715-123130 prevents that process in your location, a fresh signed URL must be generated by Microsoft or a responder who can access the download service. Continue the exact matching Q&A request or contact Microsoft Support and specify all of the following:

Windows 11 25H2
Arm64, not x64
Russian or English
Multi-edition ISO
Temporary Microsoft-hosted link
Error 715-123130
Location: Russia

If Microsoft no longer exposes 25H2 through its download backend, the currently published 26H2 ISO is the available public Arm64 release; the older version cannot be derived by changing an x64 URL or editing its signed parameters.

Apple Silicon VM note

Microsoft confirms that an Arm64 ISO can create a Windows VM on an Arm-based Apple Silicon Mac.^3^ However, Microsoft’s documented authorized local virtualization option for Apple M1, M2, and M3 systems is Parallels Desktop 18, 19, or 20 for Windows 11 Pro or Enterprise.^4^

The supplied Microsoft material does not establish VirtualBox compatibility for this scenario. If using VirtualBox, verify its current Apple Silicon and Windows 11 Arm guest support separately before relying on the ISO.
