An Azure service that provides an event-driven serverless compute platform.
Test the same Windows Consumption deployment once in another suitable region, then open a subscription/quota support request if it still returns ServerFarmCreationNotAllowed, because matching cases have required Microsoft to remove a subscription-side backend restriction.^1^
1. Capture the complete deployment failure
Repeated portal creation attempts and re-registering Microsoft.Web are unlikely to add useful information because registration and subscription ownership are already confirmed.
- Go to Resource groups → RG-CalendrierGlobal-API → Settings → Deployments.
- Open the failed
Microsoft.Web-FunctionApp-Portal-...deployment. - Select Operation details, then open the failed
Microsoft.Web/serverfarmsoperation. - Copy:
- The complete innermost error
- Timestamp
- Deployment name
- Correlation ID
Deployment operations expose the underlying error, while the correlation ID lets Support trace related platform events.^2^
Also check RG-CalendrierGlobal-API → Activity log, filter for Failed, and open the relevant operation. The Activity Log records subscription-level resource creation operations and their status.^3^
Interpret any more-specific inner code as follows:
-
RequestDisallowedByPolicy: open Policy → Assignments and use the policy assignment and definition named in the error to identify the denial. That code explicitly indicates an Azure Policy block.^4^ -
SubscriptionIsOverQuotaForSku, or an error containing a current limit, usage, and required limit: follow the conditional quota path below. - Only
ServerFarmCreationNotAllowed, with no policy or quota detail: proceed with the region test and support request.
2. Run one alternate-region diagnostic
Create the same Function App with the same Windows Consumption configuration in another region available in the creation wizard, such as West Europe or North Europe.
- If it succeeds, the restriction is specific to the subscription/France Central combination. Use the successful region, or request access for France Central if that location is required.
- If it fails with the same error, request investigation of the subscription-wide server-farm restriction.
Azure documents a support-request process for subscriptions that require region access.^5^
3. Open a no-cost subscription/quota request
Azure provides subscription-management support—including quota adjustments—without requiring a paid technical support plan. Your subscription-level Owner role is sufficient to create the request.^6^
In the Azure portal:
- Select the ? in the global header.
- Describe the issue, then select Create a support request.
- Select the affected subscription.
- Choose Service and subscription limits (quotas), Subscription management, or Region access, whichever the portal offers for this request.
- Include:
- Error code:
ServerFarmCreationNotAllowed - Resource type:
Microsoft.Web/serverfarms - Function configuration: Windows, Consumption, Node.js 22
- Region: France Central
- Alternate-region test result
- Full nested error and correlation ID
- Confirmation that you are Owner and
Microsoft.Webis registered - Request: “Please verify whether this Free Trial subscription is blocked from creating the Consumption server farm in France Central and whether a backend subscription restriction must be removed.”
- Error code:
This escalation is appropriate because Microsoft Q&A cases with the same error were resolved only after an internal subscription fix.^7^
Conditional: only if the detailed error identifies quota
The App Service quota workflow primarily covers standard App Service plan SKUs; do not select an arbitrary standard SKU for a Consumption deployment. If the error identifies a quota/SKU condition—or Quotas → App Service (Public Preview) shows an applicable entry for this deployment and region—review and request that exact quota. Free, trial, and restricted offers can have zero limits or may not support an increase.^8^
If no applicable Consumption entry exists, continue with the support request. Upgrade to Pay-As-You-Go only if Azure confirms that the Free Trial offer itself prevents this deployment or the required quota increase.
