Individual Windows developer account can't add tax and payout profiles to sell a paid app

I have an individual Windows developer account, registered in 2018 and signed in with the personal Microsoft account that created it. I'm submitting a paid app with a free trial to the Microsoft Store, and Partner Center says I need to update my tax and payout information before I can charge money.

  • Account settings > Payout and tax profiles: "You currently don't have any payment profiles", with no way to add one.
  • Account settings > Payout and tax profile assignment: "You are either currently not enrolled in any incentive programs for which tax and payment profiles can be managed or don't have permissions to update tax and payment details."
  • Account settings > Programs > Registered programs lists only "Windows" (1 accepted agreement). There is no newer agreement to accept.
  • The support case page (engagecenter.microsoft.com) doesn't load under this account

How can I set up tax and payout profiles on this account so I can publish the app as a paid app?
