I am trying to install Xlwings Lite, but I am unable to find it in the Add-ins Store. When I attempted to install it through the Marketplace, I received the following message:
"Microsoft 365 has been configured to prevent individual users from acquiring or running Office Store add-ins."

Go to the Microsoft Marketplace on this link, and search for Xlwings Lite, you will find that Excel Add-In available for download from there.

Is that your own personal PC or provided by a company or education facility?

Open the Settings App.
Go to Accounts.
Select Access Work or School, is there is a work or school Email listed there?
If the PC is connected to your company or a work account, that automatically adds group policy restrictions to the PC, you will need to contact the IT Department at your company to resolve that error.
