.NET Framework 3.5 standalone installer for Windows 11 26H1+ requires build 28000, but Windows 11 26H2 uses build 26300

Hello,

I am trying to install .NET Framework 3.5 on a device running Windows 11 26H2 (Build 26300.9457).

According to Microsoft's Windows release information, Windows 11 26H2 corresponds to Build 26300.x.

Microsoft documentation states:

"Starting with Windows 11 26H1 (build 28000), .NET Framework 3.5 is only available as a standalone installer."

Following the documentation, I downloaded the official standalone installer (KB5087077) from the Microsoft page for Windows 11 26H1 and later.

However, the installer fails with error 0x81F40001.

The installer log shows the following requirement:

OSBuildVersion >= 28000

and reports:

"Microsoft .NET Framework 3.5 (5087077) requires Windows version 10.0.28000.1 or higher. Current Windows version is 10.0.26300.1."

As a result, the official Microsoft installer cannot be installed on Windows 11 26H2 Build 26300.x.

I could not find any separate .NET Framework 3.5 installer for Windows 11 26H2 Build 26300.x. The KB5087077 installer appears to be the only installer currently referenced by the Microsoft documentation, but it contains a hardcoded OS build requirement of 28000 or higher.

Could you please clarify:

  1. What is the supported method to install .NET Framework 3.5 on Windows 11 26H2 Build 26300.x?
  2. Is there a different standalone installer available for Build 26300.x?
  3. Is the documented prerequisite of Build 28000+ expected behavior?

Thank you.

Hello George,

Thank you for posting your question on the Microsoft Windows Forum!

Thank you for providing the detailed information and installer log details.

Based on what you've shared, there appears to be an inconsistency between the documented requirement and the Windows build on which you're attempting the installation.

What Stands Out

You are running:

Windows 11 26H2
Build 26300.9457

However, the standalone .NET Framework 3.5 installer you downloaded (KB5087077) is explicitly checking for:

OSBuildVersion >= 28000

and failing with:

0x81F40001

because your current build is:

10.0.26300.1

This suggests that the package was designed for a newer Windows branch than the one currently installed on your device.

Step 1: Verify Whether .NET Framework 3.5 Is Available as a Windows Feature

Before looking for another standalone package, please check whether .NET Framework 3.5 can still be installed through Windows Features.

Open an elevated Command Prompt and run:

DISM /Online /Get-Features /Format:Table | findstr NetFx3

If the feature exists, attempt:

DISM /Online /Enable-Feature /FeatureName:NetFx3 /All

or use:

Control Panel
→ Programs and Features
→ Turn Windows features on or off
→ .NET Framework 3.5

Step 2: Check Whether a Matching Features-on-Demand Source Exists

If the feature is present but cannot be installed online, mount the ISO corresponding to your exact Windows build and try:

DISM /Online /Enable-Feature /FeatureName:NetFx3 /All /Source:<drive>:\sources\sxs /LimitAccess

Replacing:

<drive>

with the mounted ISO drive letter.

Current Assessment

Given that:

  • The installer is explicitly enforcing build 28000+.
  • Your device is on build 26300.x.
  • The installer log is rejecting the OS before installation begins.

This does not appear to be a local corruption or installation failure. Instead, it looks like the package itself is targeting a newer Windows release branch than the one currently installed.

Additional Information Requested

Could you please confirm:

  1. What is the output of:
winver
  1. Does:
DISM /Online /Get-Features | findstr NetFx3

show the NetFx3 feature?

  1. Is this a consumer Windows 11 installation or an Insider/preview build?
  2. Could you share the complete filename of the downloaded installer package?

Microsoft References

For additional reference:

At the moment, the most important point is determining whether NetFx3 is still available as a Windows Feature on Build 26300.x, because the installer behavior you described suggests that KB5087077 was built for a higher Windows build branch and may not be the correct package for your specific release.

Have you tried installing .NET 3.5 via Optional Features? I've just verified that this works.

Open the run box and enter optionalfeatures.exe > select NET 3.5 > OK - Allow Windows Update to download and install it.

Thank you everyone for your suggestions and guidance.

After further testing, I was able to install .NET Framework 3.5 successfully.

What caused the confusion was the Microsoft documentation indicating that Windows 11 26H1 and later use the new standalone installer approach. In my mind, 26H2 was obviously newer than 26H1, even though the build number was actually lower (26300 vs. 28000+), which sent me down the wrong path.

Because the device is not allowed to download components directly from Microsoft and WSUS did not provide the required payload, I obtained the matching Windows 11 26H2 media and installed .NET Framework 3.5 from the sources\sxs folder. The installation completed successfully.
