Built-in Forms button stuck on "Update add-in" with Office Store disabled (PowerPoint)

Issue : Customer is unable to use the native Insert > Forms feature in PowerPoint. When attempting to insert a Form, PowerPoint prompts for "Update Add-in", but the update does not complete and the Form is not inserted.

The issue is reproducible across multiple users, devices, and new presentations. The tenant has Microsoft Office Store/Marketplace access disabled. The Forms for PowerPoint add-in, centrally deployed via Integrated Apps, continues to function successfully through Home > Add-ins > My Add-ins.

We would like to confirm whether the observed behavior is by design. In the customer tenant, Microsoft Office Store/Marketplace access is disabled. When users access Insert** > Forms in PowerPoint, they receive an "Update **Add-in" prompt that never completes. However, the Forms for PowerPoint add-in, centrally deployed via Integrated Apps, continues to function correctly. Current findings suggest the native Insert > Forms experience may depend on Office Store/Marketplace services for add-in acquisition, validation, or updates. Can Microsoft confirm whether this behavior is expected/by design when Office Store access is disabled, or if it should be considered a product issue?

The documented behavior supports that Insert > Forms depends on Office add-in availability and Office Store access controls, so the tenant configuration is consistent with the symptom.

    Supported facts:

    1. If Forms does not appear on the Insert tab, Microsoft states that an administrator may have turned the feature off for the organization.
    2. If users see “Office 365 has been configured to prevent individual acquisition and execution of Office Store Add-ins” when inserting a form, Microsoft directs admins to enable Let users access the Office Store in the Microsoft 365 admin center.
    3. Microsoft documents that Let users access the Office Store controls whether users can acquire add-ins from Microsoft Marketplace/Office Store.
    4. Microsoft also distinguishes this from centrally managed deployment: admins can block user-initiated add-in downloads and rely only on centralized deployment.

Based on that documentation, the supported conclusion is:

    • The native Insert > Forms experience is tied to Office add-in/Office Store controls.
    • A tenant with Office Store/Marketplace disabled can block or impair that built-in acquisition/update path.
    • A centrally deployed Forms add-in continuing to work from Home > Add-ins > My Add-ins is consistent with Microsoft’s documented separation between Office Store access and centralized deployment.

What is not explicitly documented in the provided material is the exact “Update Add-in” hangs indefinitely behavior or a formal Microsoft statement that this specific prompt is by design. The context supports that the dependency on Office Store access is expected, but it does not explicitly confirm that the endless update prompt itself is intended product behavior.

For a customer-facing position, the most accurate statement is:

    • Expected dependency: Yes — Insert > Forms relies on Office add-in/Office Store controls, so disabling Office Store access can prevent that experience from working correctly.
    • Specific endless “Update Add-in” prompt: Not explicitly documented as by design in the available Microsoft content.

If the tenant must keep Office Store disabled, the documented supported path is to continue using the centrally deployed Forms add-in. If Microsoft needs to confirm whether the hanging Update Add-in prompt is a defect versus an expected limitation, that requires Microsoft Support escalation with diagnostic details.

    Hi @Vishal Choudhary

Please note that this is a user-to-user support forum. I'm not a Microsoft Support representative, so I don't have access to Microsoft's internal systems to investigate or confirm product behavior directly. I can only provide guidance based on publicly available documentation and community discussions.

Based on my research, I haven't found any official documentation confirming whether the "Update Add-in" prompt that remains stuck when accessing Insert > Forms while Office Store access is disabled is expected behavior or a product issue.

To better understand your situation, could you please confirm the following details?

-Which version and build of PowerPoint are you currently using?

-How was Office Store/Marketplace access disabled in your tenant? Was it through the Let users access the Office Store setting under Microsoft 365 admin center > Settings > Org settings > Services > User owned apps and services?

-Apart from the "Update Add-in" prompt, do you see any other error messages? For example, do you see the message "Office 365 has been configured to prevent individual acquisition and execution of Office Store Add-ins"?

I’m also trying to reproduce this in a test environment by disabling Office Store access and deploying Forms for PowerPoint through Integrated apps. The deployment is still in progress, so I haven’t been able to verify the behavior yet. I’ll share an update once I can complete the testing.

    Thank you for your patience.
