Microsoft for startup-redirects to Azure, it did not show any application page

it is so frustrating that a billion dollar company cannot resolve such issue, I have been for the past 1 week applying for microsoft for startup program, I have created my Azure ID and whenever i click on "Start Building now" under microsoft for startup program, it redirects me to Azure portal and from there i cannot see where i can apply for the startup program, where i can fill in the details of my startup.
my portal shows $200 credits (which will expire on 9 November 2026) other than that i don't know where i can apply for the startup program, i have been continuously searching for similar problems faced by other startup founders and to be honest the solutions given to them are not working at all, nothing Nada,

1. Incognito does not work
2. Firefox does not work
3. clearing cache and cookies does not work

nothing works

please Microsoft devs check the issue and please revert back.
