Azure OpenAI Service deployment blocked by 715-123420

Hello Microsoft Azure OpenAI Support Team,

I have an existing Azure OpenAI Service resource (Resource Kind: OpenAI), but I cannot deploy GPT-5.6 or GPT-6 models.

The deployment fails with:

715-123420: Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support.

Based on similar Microsoft Q&A cases, this error may be caused by Azure's Real-Time Fraud Protection (RTFP) system.

I do not have a paid Azure Technical Support plan and cannot open a standard technical support request.

Could a Microsoft Moderator please contact me through a private message and help create a secure collaboration ticket for the Azure OpenAI RTFP / Fraud Protection backend team?

I would appreciate a manual review of the restriction and its removal if it is determined to be a false positive.

I can privately provide my Azure Subscription ID, Tenant ID, Resource ID, deployment details, and diagnostic information.
