I have a Vibox desktop PC that originally came with Windows 11 Home and was activated normally for over two years.

The original SSD failed, so I replaced only the SSD. The motherboard, CPU and other hardware have not been changed. I then performed a clean installation of Windows 11 Home using Microsoft installation media and selected “I don’t have a product key” during setup.

Vibox provided the original Windows 11 Home OEM product key, but activation now fails with error 0xC004C060.

I have already tried:

  • Windows Activation Troubleshooter
  • “I changed hardware on this device recently”
  • Microsoft Product Activation Portal
  • Installation ID / Confirmation ID process
  • SLUI 4
  • Date, time and time-zone synchronization
  • The generic Windows 11 Home key method suggested by Vibox

The Microsoft Product Activation Portal does not provide a Confirmation ID. On one attempt, it returned:

“Unfortunately, we cannot complete the transaction as our records do not recognize this as a valid product.”

I also generated a new Installation ID and tried the Product Activation Portal again. This time, the portal returned:

“We’re sorry, your Installation ID was unable to be validated.”

My Microsoft account still shows this PC in the device list, but the Activation Troubleshooter says that there is no linked device that can be used to reactivate Windows.

I have also been unable to reach a human Microsoft activation agent because the support system keeps redirecting me back to the Product Activation Portal.

Could someone please explain whether this OEM licence/key has been blocked or invalidated, and how I can have Microsoft check or reactivate the original licence?

I can provide screenshots of the activation error and Product Activation Portal results if required.

The error 0xC004C060 does indicate the product key is invalid or blocked.

    1

Click your Start Button, type cmd then right click Command Prompt and choose 'Run as Administrator'

Run or paste this command and hit Enter:

    slmgr.vbs /dlv

Please post a screenshot of the resulting dialog

    3

Download the free ShowKeyPlus app from the Microsoft Store.

On the left of that app, click 'Check Edition', then enter your product key into that app.

Please provide a screenshot of that app window and please hide your product key in the screenshot.
