Hi Kevin,
Thank you for explaining the situation so clearly. Since Windows 11 Home was purchased directly from Microsoft and this is the same physical computer, you should not need to purchase another license solely because Windows was reinstalled on a different SSD.
First, please confirm that the installed edition is Windows 11 Home under Settings > System > Activation. If it is, select Change product key and enter the original Windows 11 Home key again.
The computer appearing on your Microsoft account’s Devices page does not necessarily mean that it will also appear in the Activation Troubleshooter. The reactivation list depends on whether the digital license was previously linked to that Microsoft account.
Since the troubleshooter has already completed without offering the device for reactivation, Microsoft Support will need to check the purchase and activation status associated with the key. Please contact Microsoft Support and explain that this is a Windows 11 Home Retail license purchased directly from Microsoft, that Windows was reinstalled on the same computer after moving to another SSD, and that error 0xC004C008 now appears.
You can contact Microsoft Support here: Contact Microsoft Support
If the Support Assistant appears, enter: “I need to speak with a live support agent about Windows activation error 0xC004C008 after reinstalling Windows on the same PC.”
Please keep the purchase email and order number available for the support representative, but do not post the product key, order number, email address, or screenshots containing those details in this public forum.
Please note that this is a user-to-user support forum. Contributors do not have access to Microsoft’s licensing or activation systems, so I cannot verify or modify the activation record from here. Thank you so much for your understanding.
