Clarification on Azure Resource Retention for Stopped Resources

We have intentionally stopped the following resources in our Dev-Subscription for cost optimization purposes.

  1. Azure Application Gateway.
  2. Azure App Service.
  3. Azure Virtual Machine.

We would like confirmation on the following:

  1. Can these resources be automatically deleted, removed, or deprovisioned by Microsoft if they remain stopped or unused for an extended period?
  2. Is there any azure retention policy, inactivity threshold or automatic cleanup process that could impact these resources?
  3. Will the associated configurations, networking, disks, and setting intact unless explicitly deleted by an authorized user or process?
  4. Please share any relevant Microsoft documentation regarding resource retention and deletion policies.

    No. There is no general Azure inactivity/retention rule that automatically deletes these resources simply because they remain stopped for an extended period. However, Azure Policy, automation, lifecycle processes, or authorized users within your environment could still delete or modify resources.

    Recommendations:

    • Keep the resources stopped/deallocated if they are expected to be reused.
    • Apply Azure Resource Locks (CanNotDelete) to critical resources/resource groups to protect against accidental deletion.
    • Review Azure Policy, Automation Accounts, Logic Apps, DevOps pipelines, and custom cleanup scripts to ensure no internal automation deletes inactive Dev resources.
    • Configure Azure Cost Management budgets/alerts because stopped resources can still generate charges.
