    It's an MCT error that occurs for users in the Russian region. MCT can't download the setup image if you're in that region. The same issue occurs if you try to download the ISO directly or using MCT. Unfortunately, posting direct download links here isn't permitted. If you manage to obtain the ISO, simply mount it and run setup.exe to do the repair installation or in-place upgrade.
