Azure AI Foundry model deployment blocked by error 715-123420

I am unable to deploy models in Microsoft Azure AI Foundry because every deployment attempt returns the following error:

715-123420: Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support.

My Azure subscription is active and currently has approximately USD 200 in available Azure credit.

I have already tried:

  • Different Azure AI Foundry projects
  • Different regions, including East Asia, Japan East, and East US 2
  • Different supported models
  • Recreating the deployment
  • Waiting and retrying later

The same 715-123420 error continues to occur.

I also attempted to create an Azure support request, but the support workflow repeatedly redirects me through automated troubleshooting and does not allow me to reach a human support engineer.

Could a Microsoft moderator please help escalate this issue to the appropriate backend team, particularly the Real-Time Fraud Protection (RTFP) / account risk review team?

This appears to be an account or subscription-level restriction rather than a normal model quota or regional capacity issue.

Please let me know what information is required from me privately, such as Subscription ID, Tenant ID, Resource ID, correlation ID, or deployment timestamps.

    Based on the error code and the troubleshooting you have already completed, your assessment is correct. Error 715-123420 is not a normal model quota, regional capacity, RBAC, or deployment configuration error.

    Microsoft moderators have confirmed in similar cases that error 715-123420 (and 555420) indicates that the model deployment has been blocked due to a fraud/risk signal and requires review by the appropriate Microsoft internal team.

    Do not continue recreating deployments or changing regions

    Since you have already reproduced the same error across:

    East Asia

    Japan East

    East US 2

    Multiple Foundry projects

    Multiple supported models

    there is little value in continuing to recreate the resources or deployments.

    A platform/account-level restriction will not normally be cleared by changing the model or deployment region.

    Your remaining Azure credit is not the issue

    Having approximately USD 200 of available Azure credit does not rule out or clear this type of restriction.

    This error occurs before normal model provisioning and is handled separately from model quota/capacity.

    This requires Microsoft internal review

    Similar cases have been confirmed by Microsoft moderators as requiring review by the appropriate internal team.
