Based on the error code and the troubleshooting you have already completed, your assessment is correct. Error 715-123420 is not a normal model quota, regional capacity, RBAC, or deployment configuration error.
Microsoft moderators have confirmed in similar cases that error 715-123420 (and 555420) indicates that the model deployment has been blocked due to a fraud/risk signal and requires review by the appropriate Microsoft internal team.
Do not continue recreating deployments or changing regions
Since you have already reproduced the same error across:
East Asia
Japan East
East US 2
Multiple Foundry projects
Multiple supported models
there is little value in continuing to recreate the resources or deployments.
A platform/account-level restriction will not normally be cleared by changing the model or deployment region.
Your remaining Azure credit is not the issue
Having approximately USD 200 of available Azure credit does not rule out or clear this type of restriction.
This error occurs before normal model provisioning and is handled separately from model quota/capacity.
This requires Microsoft internal review
Similar cases have been confirmed by Microsoft moderators as requiring review by the appropriate internal team.

No additional client-side workaround is required at this stage
Since the same error occurs across projects, regions, and models, I would not recommend deleting the subscription, creating additional accounts, or attempting to work around the restriction.
The appropriate next step is to have Microsoft review the account/subscription-level risk signal and confirm whether the restriction can be removed.
