A practical way to leave Azure is:

    1. Back up any data that must be kept. For example, download data from Azure Storage or SQL, and save VM images locally.
    2. Shut down running services from All resources to stop active virtual machines, apps, and other services.
    3. Move or export anything that must be kept before deletion.
    4. Delete all resources and all resource groups in the subscription.
    5. If deletion is blocked, check for hidden resources: go to Subscriptions > select the subscription > Resources > Manage view > Show hidden types, then delete those resources.
    6. Cancel the subscription in the Azure portal.
    7. After the last Azure subscription is canceled and required conditions are met, delete the subscription.

If the goal is to move all data off Azure, Azure offers free egress for customers leaving Azure when taking data out over the internet to another cloud provider or to an on-premises datacenter. To use that process:

    1. Create an Azure Support request and provide the Subscription ID or Enrollment ID, planned transfer start date, and estimated amount of data to egress.
    2. Complete the data transfer within 60 days from the stated start date. For customers with a billing address in the UK transferring data from UK datacenters, the period is 180 days.
    3. After the transfer, cancel all subscriptions associated with the account.
    4. Contact Azure Support again to claim the invoice-level credit for eligible egress charges.

    Important limits:

    • Credit applies only to eligible egress charges for moving data out of Azure.
    • Standard charges for services and data transfer from ExpressRoute, ExpressRoute Direct, VPN, Azure Front Door, and Azure CDN are not included.
    • If Azure services were purchased through a partner, the partner handles the credit request process, transfer, subscription cancellation, and credit issuance.

The context does not provide a recommendation on whether AWS is the best option.
