Regarding your concern, the response is usually recoverable. However, the key is to determine whether the domain migration changed only the email address or created an entirely new user account.
Please follow the steps in this article, How do I find my Microsoft 365 admin?, to contact your organization’s Microsoft 365 administrator and ask them to check the following (if you're a global admin, you can perform these steps yourself):
- Check whether the former account still exists or is disabled: if it still exists, the administrator may be able to restore access to the account or access its forms and transfer the form to a Microsoft 365 group.
- Check whether the former account was recently deleted: if it's deleted, a Global Administrator or Office Apps Administrator with a valid Forms license can transfer forms, and this needs to be completed within 30 days. For reference: Admin information - Microsoft Forms Admin
- Check whether the domain migration created a new tenant or only changed the email address: If the account was moved to a completely different Microsoft 365 tenant, the administrator needs to first check the original tenant because the form remains associated with the original tenant and owner account.
Once access is recovered, the administrator or new owner can open the form’s Responses tab and select Open in Excel to export the existing response data.
In the worst case, if the former account was permanently deleted more than 30 days ago and is no longer present in Microsoft Entra ID, administrators cannot transfer or recover forms owned by that account.
