Before removing the old account, please also check whether you need to preserve only the original photos or your Lightroom edits, collections, ratings, keywords and custom presets as well. If you need your previous Lightroom work, open Lightroom Classic in the old account and check the catalog location under Edit > Catalog Settings > General. Close Lightroom Classic, then back up the folder containing the .lrcat catalog file. In the new account, you can open that catalog through File > Open Catalog.
If any photo folders appear missing, use the Folders panel in Lightroom Classic to reconnect them to their current location rather than importing the photos again. I would avoid copying the entire AppData folder, since that could carry the problematic account-specific settings into the new profile.
Please keep the old account and a separate backup for now. Once the correct catalog opens, your previous edits and collections are present, and a small test import works without freezing, you can consider using the new account permanently.
