Please first check if your emails appear in Outlook on the web here: https://outlook.live.com/mail
This will help confirm if the issue is with your mailbox/account or only with the Outlook mobile app.
Also, may I ask:
- Can you sign in successfully on Outlook web?
- Do you see any error message in the Android app?
- Are you missing all emails, or only new incoming emails?
