missing the three dots typing indication in Teams chat

Based on your description, I understand that some Microsoft Teams users are reporting the absence of the "three dots" typing indicator when someone else is actively typing in a chat  

As far as I know this issue can be caused by Deactivating "Animation Effects" function in Windows, so to addressing this issue, you can configure this setting by the instruction:   

You can find it within Settings -> Accessibility -> Visual Effects -> Animation effects -->Activated. The following screenshot shows this setting:
