Individual developer enrollment not created — no Partner ID, no "Apps and games" workspace

I signed up as an individual developer for Microsoft Store through
https://storedeveloper.microsoft.com on or around 2026.10.22, using my personal Microsoft
account (Individual account, China mainland).
During the flow I uploaded my government ID and completed the face verification step.
The page then returned "我们的验证服务暂时不可用" (validation service temporarily
unavailable). I have retried on different networks and browsers with the same result.
I am not using a VPN or proxy.

Current state of the account:

- Partner Center sign-in works, but the left navigation has no "Apps and games" section.
- Account settings -> Identifiers shows "No data available" — no Partner ID, no Seller ID,
  no Publisher ID.
- Account settings -> My access permissions lists no roles.

This suggests the developer enrollment was never created for this account, rather than
only the identity verification failing.

Could you please check whether an enrollment record exists for this account, and either
complete or reset the enrollment so I can continue?

Note: I cannot access the Microsoft Engage Center from my browser, so I am posting here.
